Ir. Harry Chan, qualified in engineering and finance, Harry has over 21 years of experience across
the whole spectrum of developmental stages of capital projects. He specialises in construction
technologies, commercial and procurement advisory, financial and investment analysis, project
control and risk management in infrastructure, resources and renewable projects. He has been
involved in a wide range of projects including: passenger and freight rail, power station, wind farm,
roads, water treatment works, waste management facilities, sport stadium, commercial building, age
care facility and hospitals with an aggregate value up to HK$60b. His in-depth understanding of the
technical, financial and commercial risks inherent in capital projects is central to his approach.
Ir. CM Lee has over 35 years of experience in construction industry. He has extensive experience in
design, construction and project management. Before his retirement from the Government, CM was
the Chief Engineer in Water Supplies Department, where he was responsible for overseeing the
project management, finance control, design and construction of a portfolio of projects of over HK$4
billion. CM was the Chairman of the Institution of Civil Engineers Hong Kong Association and a
member of the ICE Council. He is a director of Beeinventor Limited and Board Chairman of the charity
Carboncare InnoLab.
