This seminer is to discuss teh subject from a more balanced view including that of the bidder, hence teh title "red net" as teh reversed form of selling of teh word "tender". The speaker will discuss the difference between tendering for a service and a product. The importance of drafting the tender specifications. Who should be the one to judge the returns from the bidders and later on the submitted results? Most importantly, what should be teh logiv of the lowest tender price?
