Site visit to the Kai Tak Development on District Cooling System (DCS)

The Chartered Institute of Arbitrators (East Asia Branch) Young Members Group and the Chartered Institution of Civil Engineering Surveyors are jointly organizing a site visit to the Kai Tak Development on District Cooling System (DCS) project of the Electrical and Mechanical Services Department (EMSD).

DCS is a form of water-cooled air-conditioning system (WACS), which brings about significant environmental benefits by reducing electricity consumption by air-conditioning systems in Hong Kong. The energy conserved by WACS can be translated into reduction in greenhouse gas emission and atmospheric pollutants form power plants, so that it contributes to a more pleasant urban environment due to more flexible building design and elimination of in-building chiller plants.

DCS project at Kai Tak Development is the largest DCS project in Hong Kong with an estimated cost of more than $1,600 million including the construction of a large scale centralized air-conditioning system which produces chilled water at its central chiller plants and distributes the chilled water to user buildings in Kai Tak Development through an underground water piping network. Construction of the DCS project started in 2011 and is scheduled for completion in 2021.

Participants are expected to gain knowledge about district cooling techniques and development in Hong Kong that have been used in many parts of the world such as Japan, Canada, Middle East, Sweden, USA, France and other European countries.
