A Seminar: Bills of Quantities and the NEC ˇ§An uneasy combinationˇ¨

 The NEC has been around since 1993 but was slow to be taken up by Employers fearful of change from the old ICE based remeasurement forms of contract. The whole approach of NEC was different to that which went before, being proactive to change, rather than reactive.

 

Whilst the lump sum Activity Schedule approach was capable of being integrated into the new compensation event method of valuing change, the measure and value process surrounding bills of quantities and billed rates was not an easy combination with compensation events.

 

Drawing on his experience of nearly 15 year’s use of the “Bills of Quantities” Options B and D of the NEC, Ian will explain how the common perceptions of change administration might be found to be wrong, and with some surprising consequences.

 

Ian Cowling is a Fellow of both the ICES and the ICE and is currently a Regional Commercial Manager with BAM Nuttall, in the UK. Ian joined them over 20 years ago and rose through the Company running the commercial aspects of various parts of the business until being promoted to be one of 5 RCMs managing the commercial aspects of the business. His experience covers marine, rail, airports, roads, water, contamination, and heavy civil engineering in the UK and overseas.

 

In 2006 Ian was invited to become the Chief Examiner of ICES and has travelled the world on behalf of the Institution, representing their interests in numerous ways. In 2012 Ian presented a paper on “Acceleration” at the Beijing Arbitration Commission, on behalf of ICES. Ian also regularly lectures around the world and at UK universities.
